A Guide for Title X Family Planning Counselors: Reporting of Child Abuse and Neglect and Confidential Services

Title X providers are legally obligated to provide confidential health care services to adolescents. At the same time, they are also required to comply with state laws for the reporting of statutory rape, abuse and neglect of minors. This guide is not intended as legal advice or to be applied to any particular situation. Rather it still provides general information focusing on minors, confidentiality and reporting of abuse and neglect in Title X settings.

Each state may have different laws or guidelines regarding the reporting of statutory rape. The manuals below contain information on reporting laws for statutory rape, sexual coercion and definitions of "minor," for each Region I state.
